Electricity
The Cookeville Electric Department buys its power from the Tennessee Valley Authority (TVA). The city receives power from TVA at three 69- to 13-kilovolt transformer stations and one 161- to 69-kilovolt transformer station. Maximum capacity of each station exceeds 50 megawatts.
Two electric cooperatives, Upper Cumberland Electric and Volunteer Energy, provide electricity to Algood, Baxter, Monterey and other parts of Putnam County.
Time-of-Day Rates. These rates are attractive to customers with significant off-peak usage that provide lower rates during off-peak periods such as nights, weekends and holidays. Rates are higher for on-peak periods.
Firm Rates. Large commercial and industrial customers can choose competitive rate options for firm power.
Economy Surplus Power (ESP). ESP is available to customers with demands over 5,000 kilowatts.
- Cost is TVA's hourly cost plus a markup in lieu of tax charges.
- Customers can schedule demand hourly, daily, weekly, or monthly.
- Customers can contract up to 100 percent of total demand.
- Power is subject to interruption on five-minutes or 60-minutes notice, depending on the option.
Limited Interruptible Power (LIP). LIP is available to customers with demands of more than 20,000 kilowatts.
- Cost is based on TVA's average annual incremental production cost, plus markup.
- Customers can contract up to 50 percent of the total contract.
- Customers can set curtailment and restart notification periods with 24-hour notice.
Test and Restart Power (TRP). This program is available for qualifying new and/or experimental processes for existing industries and for restarting plants and processes that have been idle for more than one year.
- TRP is available for qualifying customers with demand over 5,000 kilowatts.
- TRP is curtailed only during power system emergencies.
- The program is available for up to six months.
TRP charges include a monthly administrative charge of $325, $0.40 per kilowatt surcharge on the highest TRP demand. Energy is priced at incremental cost of production plus 25 percent. The energy charge is only on TRP; there is no demand charge.
- The amount of demand taken above firm contract demand is considered TRP.
- Time-differentiated metering is required.
Growth Credit Program. This program provides an incentive for industrial growth offered for electric demands exceeding 1,000 kilowatts. A credit is applied to the firm demand for new customers with more than 1,000 kilowatts, and for existing customers with a 1,000-kilowatt demand that increase their firm contract demand by at least 250 kilowatts. An employee credit applies to existing customers with 1,000-kilowatt demand that add at least 15 percent more jobs than in the previous six months.
Manufacturing Credit. This is a credit of 5 percent on firm power for industries with demands greater than 5,000 kilowatts. It applies to industries with SIC codes from 20 through 39.
